To the Citizens and Government of the United States of America,

I write to you today as Oki Raphael Efe, CEO of Aquatech Fabrication Ltd and pioneer of the Global Executive Order of Governance, regarding the use of the word "Dollar" in the Global-Dollar Currency Notes naming.

On the Use of "Dollar" — No Infringement Intended

Let me be clear: the use of the word "Dollar" in the Global-Dollar Currency Notes is not against any corporate entity, financial product, or sovereign instrument of the Government of the United States of America.

The term was chosen for its universal familiarity and structural understanding across continents. It is a linguistic bridge, not a claim. It is deployed as a collaborative baseline to enhance global transaction fluidity for both Americans and the wider international population.

This Is A Global Initiative, Not A Competition Americans should not feel diminished because a Nigerian CEO is pioneering this initiative. The United States is home to the best computer scientists, economists, and system architects in the world. You have pioneered more than anyone else. This is why I am asking for your leadership, not your opposition.

Why This Initiative Is Overdue

The need for this global initiative is long overdue, and the world knows it to the brim. The conduct of this work originated with the Human Personal Identification Number (H-PIN), which exposed the structural gaps that millions face daily.

Specifically, Africa needs this. It is the continent with the highest visa bans, the most severe financial constraints, and the most underdeveloped regions. These are not opinions — they are documented realities:

• Severe Geographic Restrictions: Developing regions face disproportionate visa barriers and geopolitical limitations that trap human potential.
• Systemic Financial Exclusion: Entire communities remain locked out from global financial systems due to local infrastructural deficits.
• Restricted Humanitarian Mobility: Millions of international observers online are structurally limited from traveling quickly to deliver direct, physical support to distant populations. The overflowing need for citizens of the world to travel easily from one place to another is now a norm in the bones of millions of international tourists who are desperate to travel to assist others from observation through the World Wide Web.

The Logic: First of Its Kind, God-Like in Fairness

While it is inexcusably important that this is done, the logic being employed is first in the world and next to none. It is a God-like initiative where no one’s emotional state of mind or tolerance is involved for each person in the world to access financial resources.

The Bank of God operational system to process funds request letters by itself is one that does not decide based on religious views, nor country difference, nor individual race. It operates on strict parameters: your request and your reason for request. Nothing else.

To Americans: You are blessed with good computer scientists and system thinkers. Do not be against this initiative. Rather, assist it all the way — with suggestions, with expertise, with infrastructure.

As a matter of fact, the Bank of God online infrastructure is being built on American online platforms. I see no biased intentions from my end as the pioneer. I see only collaboration.

The Global Benefits Are Clear

This framework will greatly reduce cybercrimes and corrupt practices by creating transparent, automated, bias-free access to resources. It will give international Human Rights Organizations the ability to intervene in distant situations with easy traveling passes, because mobility will no longer be a privilege of geography.

This is not about replacing America’s leadership. It is about inviting America to lead where it matters most: in building systems that serve all of humanity.

I ask you not to be blinded by biased thinking and ignore the inexhaustible need for this conduct. The world is watching. The need is urgent. And the solution is ready.
